My cat is covered in tiny scabs and bumps, every single site says Miliary Dermatitis from fleas or mites or allergies. But im positive they arnt fleas. What else could it be?

She isnt scratching herself above normal. She isnt cleaning herself more then normal. In fact if you didnt touch under her fur you wouldnt even know. But she went from a span of 1 month from about 5 to 10 bumps to 100. Im taking her to a vet tomorrow but my last vet said it was nothing when it was 5 to 10 bumps. Again, ive had cats for years and i know when they have fleas. I get bitten myself. My cat sleeps with me and ive used a flea comb, no poop or dandruff or fleas. It has to be something else.
