Should I call a vet?

My cat is a 1 year old outdoors cat. Last month we let him sleep in the lower floor area of the house, around 13-10 days ago I noticed his eyes were watery and he is sneezing, a few days passed and he seemed to have gotten better and his energy spiked and he started playing way more but he went outside in the cold and when he came back the sneezing returned. Now around 10-13 days since it all started he is still sneezing and his eyes are watery and his nose is stuffy. Sometimes he sneezes 5-6 times in a row. He had trouble when swallowing in the beginning but that passed. He has no problem with his appetite and he also plays with me and purrs and pets, it also seems that when he purrs he sneezes more. Only change in behavior I see is that he is more sleepy and a bit less energetic, but that could also be from the cold weather.

My concern is that I am in a small town next to a city and if I call a vet to my house I'm afraid if I'll do him more harm than good especially if the vet isn't good. I have a few questions:

  1. If he gives him antibiotic is there a risk of doing more harm than good?
  2. Should I wait it out a few more days see if he gets better and if symptoms worsen call the vet?
  3. If he sneezes more when purring should I refrain from petting him or does the purring have positive effect?
  4. Six months ago I had more cats in that lower floor area, but they all died suddenly and unexpectedly, we suspected it was cat panleukemia so since then we isolated that room and we applied bleach to the area. I read about the virus and the symptoms don't overlap with that of mine cat but could this be cat panleukemia? He isn't in that room directly but in the room next to that one. I suspect he is immunized to the virus because he was an only survivor of a group of kittens that died (I suspect also from the same virus, but I wasn't present when it happened), and he spent time in that room during that outbreak and ate from the same cup and he was ok.
