What can I do about this dog?

My Mother, her boyfriend of 15 years, my sister, uncle & I all live together in my mother's house. My Mom & I have a non aggressive 15 year old pit bull, my sister has a shy 11 year old miniature dachshund, my mom's boyfriend has a 5 year old territorial jack russell terrier, and my uncle has a defensive 11 year old lab mix. I listed them in the order they were brought into the house. Starting from 2019, the Jack Russell has started injuring the other dogs. In 2019 the miniature dachshund needed reconstructive leg surgury to repair his leg from an attack from the Jack Russell. We paid $1,200 for professional training where he was sent away for about 2 weeks. He was doing better, but then he started acting out again because my mom's boyfriend took off the poke collar from the trainer and stopped walking him daily (he still walks him but many a couple times a week) & only plays with him for maybe 15 minutes outside a day. We all play fetch with him inside throughout thr day, but he definitely isn't getting the exercise he needs. My mom's boyfriend doesn't "work" him like the trainer taught him anymore. He attacked the dachshund in 2020 again and injured the dachshund's jaw. He has also injured both the lab mix & pit bull's paw's in the past. Now it's every week he's attacking the dachshund or the pit bull just because they are around. The pit bull now has a bite mark in her nose & her ear is ripped. I honestly don't know what to do because my uncle takes his dog to work with him, but the other 3 stay home and I don't trust the Jack Russell AT ALL. He's not properly taken care (he's a 36lb pure bred jack russell) of and needs be an only dog, but my mom's crappy boyfriend won't let us get rid of him. He doesn't take financial responsibility for the injuries his dog causes. I've tried training the dog but no one sticks to it but me so the dog doesn't listen. I don't know what else to do!
