Flying with ESA and additional cat?

Hi there! I'm planning a move from Los Angeles to Portland, ME. I need to figure out a way to get my 15 lb dog and 12 lb cat cross-country. I would love to fly with them both, and leave them with my sister in New England while i manage my move over the following couple weeks, and then drive cross-country. My dog has flown with me a few times now, in-cabin as an ESA. I know there's a 1 pet per person rule among all the major airlines, but i was wondering if anyone had subverted this by bringing an ESA and an additional pet in-cabin? My cat is very chill, and would be fine under the seat, and my dog has sat in my lap in the past, no problem.

Any advice or airlines that may be more agreeable to this? If not, my dog will be driving with me, but it would put a bit of a damper on the trip, as i'm hoping to make some non dog-friendly stops on the way.
